Sun City, located a half hour northwest of downtown Phoenix, was built in the 1960s by Dell E. Webb Development Company, as a planned community for retirees. Arizona developers construct artificial lakes to capitalize on waterfront property values. The lakes are built with an impervious liner to store groundwater for irrigating nearby golf courses.
